  • Those of you who have been reading/interacting with some or all of what I post know that I am not new in my opinions or suggestions for tax reform. I have some tweaks to what i have suggested before but it basically starts with the Fair Tax. Tweak #1: establish a 3.5% tax on all imports to supplement those who are below the poverty line. This would be in place of the pre-bate in the Fair Tax plan (and would be constitutional as I understand it). Tweak #2: Set up a descending scale on the supplement that includes an overlap for those who are working their way into a position above the poverty line, so they aren't penalized for their hard work. Tweak #3: Move all the "States Rights" money back to the states (education etc.), so the Fed can't manipulate it. Main point #1: adopt the basic Fair Tax program, minus the pre-bate, and states rights money. #2:Establish a zero based budget, #3 Carve out 3.3 or 4% of the consumption tax and dedicate that money to purchase health care for every man, woman, boy, and girl who is an American citizen. .5 to .75% of this would be targeted toward R & D, special needs care for the elderly and chronically ill or disabled, and a small portion for emergency care for those who haven't established legal citizenship, or for those visiting our country. These funds would be assigned directly to the citizens, who would then shop for the best deal in either a traditional health plan or HSA. No government control, except to make sure the money gets to the insurer the individual chooses, competition drives prices down and coverage up, relieving pressure on employers, large and small, everyone is covered, even those with pre-existing conditions. #4: As the tax base widens, and I believe it will, what isn't needed for day to day operations goes toward the national debt, once that is taken care of, it goes to a emergency fund, once that is fully funded the amount of the consumption tax can be reduced. The numbers that I have mentioned may need to be adjusted up or down but the results could only be positive compared to the current mess, everyone pays - equal sacrifice - we are all part of the solution.
